Energy is the median modelled running cost, heating plus hot water plus lighting, of homes in each postcode district: postcodes drawn at random across the district, each home once on its latest certificate. Only certificates lodged since January 2023 are used, because each is costed at the fuel prices of its day and older ones read far cheaper, which would flatter a district with fewer recent sales. It is modelled at standard occupancy. A certificate only exists where a home has been sold, let or built.

An energy gap reads as similar, in its own line and in the total, when it is smaller than a second sample of the two districts could produce on its own, worked out from how far each district's median moves when its postcodes are resampled.
